A: Hey,
Yes, it is porous and is meant for indoor usage. In case you have an outdoor rug, I would suggest getting an outdoor rug pad specifically because they are meant to drain water.
I hope that helps!

Q:Hi,
We need to buy two runners a 3 x 12 and a 2.6 x 8 for two hallways. If I by the padded, can if be cut to fit for the smaller runner? Also how does the padding attach to the rug and keep it from slipping?

A: Thank you for your questions! Most rug pads can be cut down to an exact fit for your rug. Please check the description of the rug pads you are considering to confirm. The rug pads will not attach directly to the rug. As long as you are getting the appropriate pad for your floor type (again check the description of the rug pad), you should not experience a lot of movement.

A: You can cut the pad, but it does not attach to the rug. It does slide around some, only really when my dog runs around though.
Just normal walking on it does not seam to bother it to much.
