Due to the age of the 4040 we no longer carry the parts directly. It does not show part number for the flapper by itself but it does have one for the flush valve which would come with a flapper. A:  Your water level should be 1/2 below the top of your overflow tube.

A:  I can see from your photo, that the water level in your tank is too high, it is overflowing into the bowl fill tube. Lower the water level by adjusting the fill valve float and your problem shoud be solved. Mike
